Felices y nerviosos estaban los cuatro invitados a la audiencia con Elisa Loncón, la presidenta de la Convención Constitucional, que se realizó en las instalaciones del ex Congreso Nacional en Santiago. Asistieron Vicente Stiepovich, director social de Techo; Melany Salas, dirigenta vecinal; Juan Cristóbal Romero, director ejecutivo del Hogar de Cristo, y Francisca Prat, estudiante del colegio Betania, de Fundación Súmate.
¿El motivo? Entregar el estudio “Constitución y Pobreza”, elaborado en conjunto por profesionales de nueve ONG que trabajan en los territorios con los grupos poblacionales más pobres y vulnerables de Chile.
La presidente del órgano abrió el diálogo: “Estamos para escucharles y abrirles las puertas a todos los que necesiten incorporar materias y temas para proyectar la escritura de esta nueva Constitución. Son bienvenidos y les escuchamos”.
“Lo que traemos acá es un documento que se llama “Constitución y Pobreza” que es una contribución que queremos hacer estas nueve instituciones que trabajan en sectores de pobreza y exclusión al diálogo de la Convención”, respondió Juan Cristóbal Romero.
Romero continuó: “El libro presenta, primero, un diagnóstico de la realidad de la pobreza en Chile y también propuestas que buscan garantizar el ejercicio de derecho en temas como vivienda, trabajo, educación y salud de sectores de exclusión, que tradicionalmente no participan de este tipo de conversaciones. Este documento no nace de lo teórico, sino de las propuestas que levantaron 25 mil personas a través de un trabajo que se llamó Círculos Territoriales, el cual se realizó a lo largo de todo Chile después del estallido social. Ahí se recogieron sus propuestas, diagnósticos y necesidades. Incluía a personas en situación de calle, con discapacidad, privados de libertad, jóvenes excluidos del sistema escolar, personas de campamentos. Hoy, todo aquello, se materializa en este documento que busca estimular la conversación y no dejarlos al margen”.
Melany Salas prosiguió con el diálogo: “Queremos que nuestras peticiones sean escuchadas en el tema de vivienda porque se nos ha hecho muy difícil adquirirla. Yo también vengo por todas las mujeres, las madres solteras, esas abuelas y mamás que viven en situación de calle, que no tienen la oportunidad de llegar acá. Vengo con esa representación, para que seamos escuchadas”.
Finalmente, Elisa Loncon señaló que “es conmovedor sentir el tema de la pobreza, porque por más que uno quisiera que la gente estuviera, hay que ir allá, y hoy ustedes nos acerquen esa realidad. El proceso del estallido social es el sentido de esta Convención, poder plantear derechos para todas y todos, la justicia social. Esas son las líneas de trabajo que nos invitan”.
